That's not the "official" Windows port from http://w32.clamav.net which I imagine the OP was referring to (and to which this
newsgroup is dedicated). The port at www.sosdg.org uses Cygwin whereas the official port is a native Windows app.

I imagine 0.93 of the official port will be coming soon...
