Actually, the "is harmful" phrase, if anything, refers to Edsger W.
Dijkstra's famous paper in 1968 titled "Go To Statement Considered
Harmful." Tom's article about csh came many decades later. I guess
it makes me really old, to have read the Dijkstra paper, but not Tom's.
